NTCAC is the main point of contact for Weatherization, Energy Assistance, Head Start, Food and Nutrition, and Homeless Prevention Assistance. Our staff are well trained and will make referrals to other providers and services if needed.

Let us introduce ourselves
Northern Tier “Community Action” is a community based Not-For-Profit organization serving the four counties of Cameron, Elk, McKean and Potter and has been in continuous operation since 1966 when it was established as part of this nation’s War on Poverty. Community Action is governed by an eighteen member, volunteer tri-partite Board of Directors. Six members are publicly elected officials or their designees, six are representatives of our client population and six represent the private sector.
Overcoming the multitude of roadblocks to self-sufficiency facing low-income individuals and families every day is the mission of Community Action.
Community Action programs and services; while funded individually through various agencies, are largely made possible by the Community Services Block Grant through the Department of Community and Economic Development. The Community Services Block Grant was created by the federal Omnibus Reconciliation Act of 1981 to provide a wide range of services to assist low-income people in attaining the skills, knowledge and motivation necessary to achieve self sufficiency.
These grants provide a variety of antipoverty services such as: Case Management, Emergency Food, Housing, Child Care Information Services, Head Start, Early Care and Education, Financial Management Assistance, Nutrition programs, Energy Assistance and Conservation, Weatherization, Food Banks, and Homeless Prevention programs.
Northern Tier Community Action is dedicated to providing families and individuals in Cameron, Elk, McKean & Potter Counties with resources to alleviate poverty and promote self-sufficiency.
